Hi, Lou. I have no idea how to do that. "Help" for Blogger just is an extensive knolwedge base, without an email link, as far as I can see. But anyone reading this who know how to draw it to Bloggers' attention certainly has my permission to do so.
I actually DID make a comment in the gfuck box, just so that it would actually be registered on their system (I assume the authentications are logged somewhere). The comment that begins "And on PDAs, yes, they have smaller screens" in this topic in my blog was authenticated with "gfuck."
Reminds me of German class, with all those verbs with "g" in front of them. I never knew how to conjugate those . . .
But more seriously, I don't think it points to any necessity for filtering. I say leave it be. The only negative side effect would be if some small child happened to laugh too loudly--and obviously that is happening to a lot of us adults, too.
And not that it would make much of a difference, but that sort of restriction would make the letter arrangement less random (it's probably not exactly random now, depending on how they generate it). Just saying.

An obvious need for filtering has surfaced. Have you passed it on to the Blogger admins?
